Opis 60s mobile no dial tone

My phone arrived yesterday, set up as instructed. It rings when a call comes through, but there is no dial tone and the phone cannot be answered - it just keeps ringing. How should the phone know the handset is removed? Should a number de dialled?Should there be some buttons in the holes at the top of the phone?
Very disappointed as phone bought for elderly father who can no longer manage a small mobile.

We are very sorry the phone arrived defective. Based upon your description it seems that the receiver switch is stuck. That may happen if the phone has seen a rough transfer. Fortunately the problem can easily be fixed in less than 5 minutes if you are handy with a screw driver. Please have a look at the following two videos:
