If the phone works at a different place it seems that the ringer voltage provided by your supplier is too weak or not meeting the standard (DC 90-100V at about 25Hz).
It is very strange that the phone causes the pick up signal which sort of indicates that something is wrong with the phone line.
Exact analysis can only be done by a technician from your phone company. You could try another OPIS phone and keep your fingers crossed that it works but there is only a slim chance.
